Do stabilisers consume fuel?

Gyroscopic systems consume electricity (3-10kW) which means the generator runs slightly more. Fuel cost over a full charter: ~€200-€500 incremental. Negligible vs the comfort gain.

Does the captain decide when to engage stabilisers?

Usually engaged whenever guests are aboard at anchor or in any swell. Captain may disengage in flat-calm conditions to save fuel - the guest can always ask for them on.

Are stabilisers retrofitted on older yachts?

Some - Seakeeper retrofits became common 2018+. Pre-2015 yachts often still have fin-only systems (effective underway, less effective at anchor). Always ask specifically.
